Place the raisins in a microwave-safe bowl and cover with water. Microwave 2 minutes. Let sit a minute.
Meanwhile, mix together the remaining cake ingredients in large mixing bowl. Grease a 9 inch by 11 inch glass baking dish.
Scoop the raisins into a mini food processor with 3 tablespoons of the liquid. Process until pureed. Add to the cake batter and mix well. Scrape into the prepared baking dish and bake for 35 minutes, or until it passes the toothpick test. Let cool.
Mix together the frosting ingredients in a small bowl. Frost cake, cut into bars, and serve.
